If you take the eastern approach from France, this is likely the first Andorran municipality you will pass.

Soldeu is a small municipality in northeastern Andorra, known primarily as a winter sports resort. The associated Grandvalira ski area is the largest of its kind in the Pyrenees.

At approximately 468 km², Andorra itself is one of Europe's larger microstates. Jointly administered by Spain and France, the country has used the Euro as its currency since 2001, replacing the franc and the peseta. Tourism is the primary source of revenue, with very low VAT rates attracting both tourists and businesses.

Regarding the cache:
To log this cache you have to fulfill two tasks:

Go to the roundabout and take a picture of you, your GPS or one of your belongings in front of it. Don't spoil the plate with the log password! Attach the picture to your log entry. (Of course you may add more pictures of beautiful Andorra. :).

You can find the log password phrase on the plate which is located on the northwestern side of the roundabout. If needed see spoiler picture. Take the last line as log password, including three words and two spaces. All capital letters.
