Basin for the management of rainwater, fulfilling the legal duty to maintain safety:

The village of Möglingen is the first local entity in the state of Baden-Württemberg, introducing sewage fees, which are based in part on the amount of rainwater that is passed into the sewage (so called "Niederschlagswassergebühr"; see internet pages of the village; only in German). The idea behind it is to take into account the sealing of the surface due to buildings and tarmac, which eventually leads to the necessity of building expensive storage basins to buffer the water release caused by rain showers.

Nevertheless, it is possible to reduce the amount of fees by introducing measurements, causing in the rainwater to seep away, instead of dumping the rainwater into the sewage. For this purpose, the village has built a basin for the management of rainwater ("Regenwasserbewirtschaftungsbecken" in German) for the nearby multi-purpose hall at the above stated coordinates.

Initially, the basin had no fence around it. However, at certain times the basin was completely filled for days. Children already used the basin as a pool. Since the village has to obey the legal duty to maintain safety ("Verkehrssicherungspflicht" in German), it would have been liable in case of an accident. To put an end tho this risk, the slightly oversized fence was erected.
